PRIMARY OBJECTIVE: The "FINIKE MUNICIPALITY FUTSAL TOURNAMENT" will be organized by Finike Municipality with the aim of fostering community bonding among our citizens through sports, promoting friendly competition, encouraging participation, celebrating success, and providing an enjoyable environment for families while encouraging sports engagement.

OPERATIONAL GUIDELINES:
  • The tournament matches will be held in two separate groups: the Seniors' group for those born between 2002-1987, and the Veterans' group for those born in 1986 and earlier.
  • Correction: In the 2002-1987 age group, two non-licensed athletes aged 1986 or older may be added to team rosters and may only compete in the group for which they are registered.
  • PARTICIPATION: FREE OF CHARGE.
  • OPERATION: The tournament will be implemented jointly by the Municipal Directorate of Sports Affairs and the Directorate of Culture and Social Affairs, on behalf of Finike Municipality.
  • HEALTH: Throughout the tournament, necessary health support will be provided by the District Health Directorate, under the Finike District Governorship, in conjunction with the Municipality's relevant health personnel and vehicles.
  • SECURITY: Throughout the tournament, security will be ensured by personnel from the District Police Department, under the Finike District Governorship, and by the Finike Municipality Directorate of Municipal Police.
  • TOURNAMENT AWARDS
  • Awards for all three groups:
    Tournament Champion: TROPHY + MEDAL + special award
    Tournament Runner-up: TROPHY + MEDAL
    Tournament Third Place: TROPHY + MEDAL, and PLAQUES will be awarded to the 2 MOST SPORTSMANLIKE TEAMS from 2 groups.
DOCUMENTS REQUIRED FOR THE FUTSAL TOURNAMENT:
Teams participating in the tournament must submit:
1-Application Team List (12 persons) with HES codes,
2-Undertaking or Health Report for each participant (confirming no impediment to participation in sports),
3-Copies of ID cards, submitted as complete files to the organizing committee.

TOURNAMENT PROCESS:
  • Application Dates: Applications will commence on Monday, 07.02.2022, and conclude on Friday, 25.02.2022, at 17:30.
  • Application Location and Submission Point for Application Files: Submissions will be made to the Municipal Directorate of Sports Affairs at Finike Sports Hall. All inquiries can be directed to the Directorate of Sports Affairs at 0242855 5571 and 0242 855 11 02, extension 161.
  • Matches will be played after 19:00 on weekdays.

ORGANIZING COMMITTEE DRAW AND FIXTURE DETERMINATION MEETING: The Meeting and Fixture Draw, to be conducted by the Organizing Committee with representatives of participating teams (a maximum of one authorized representative per applicant team is mandatory), will be held on Friday, 25/02/2022, at 18:00, in the Meeting Hall of the Municipal Directorate of Sports Affairs at Finike Sports Hall.

RULES OF PLAY

**SENIORS' GROUP: Born 2002-1987 (In this group, 2 players born in 1986 or earlier may be added to the team roster and allowed to play)

**VETERANS' GROUP: Born 1986 and earlier


1.         For the age categories of 19 years and older, eligible participants are those born between 2002 and 1987. Actively licensed athletes (defined as those whose licenses were renewed for the 2021/2022 amateur football season, regardless of whether they played in matches) are strictly prohibited from participating in the tournament. An athlete may only participate in teams within the age group for which they are registered.
2.        Teams must consist of a minimum of 5 and a maximum of 12 players. (Matches will be played with 1 goalkeeper and 4 outfield players; there will be 7 substitute players.) There will be no limitations on player substitutions; a substituted player may re-enter the game with the referee's permission.
3.        Teams may be freely formed without district limitations, comprising local or foreign athletes in accordance with age regulations, and may include mixed-gender athletes.
4.        During the tournament process, any requests arising during the implementation phase will be evaluated by the Organizing Committee. All approved requests will be communicated, and all teams are required to adhere to these decisions.
5.        Futsal Rules of Play will be applied during matches.
6.        Teams that fail to appear for a match within 10 minutes of the scheduled start time and have not submitted a written request for postponement prior to the match will be declared to have forfeited the match 3-0. Should this situation occur twice, the team will be expelled from the tournament.
7.        In the event of any dispute arising during the tournament, an objection regarding the issue in question must be submitted within 24 hours. Otherwise, objections will not be accepted. Should the Organizing Committee identify an irregularity, appropriate action will be taken based on its decision.
8.        Matches will be held at Finike Sports Hall.
9.        In the event of high participation, the Organizing Committee reserves the right to decide on the competition format, including single-elimination, single-round-robin, or double-round-robin league methods.
10.      Group stage and elimination matches will consist of two 25-minute halves, while semi-final and final matches will consist of two 30-minute halves. Halftime breaks will be 5 minutes. Three points will be awarded for a win, and one point for a draw.
11.      Each team must designate a coach or responsible person, whose name will be submitted prior to the tournament. This individual must personally sign the team roster for each match. In the absence of the coach or responsible person during a match, full responsibility will rest with the team captain, who may then sign the match roster.
12.      Players and teams exhibiting unsportsmanlike conduct will be expelled from the tournament by decision of the Organizing Committee.
 
13.      Players must wear appropriate indoor sports shoes for futsal. Each team is required to use a uniform sports attire consisting of jerseys, shorts, and socks. The color of each team's jerseys must be declared on the application form.
14.      Teams that advance will not be permitted to add any players who have participated in this tournament after the completion of the group stage matches. However, teams may proceed to the next round by reducing their current roster by two players and adding a maximum of two new players (to a total of 12 players on the team list), provided these new players did not participate in this tournament, meet the age group and rule requirements, complete their documentation, and the updated team list is submitted to the Committee.
15.      Players receiving a direct red card or a second yellow card leading to a red card will incur a 1-match suspension. However, players who receive an unsportsmanlike red card due to abusive language or insults, or who exhibit such behavior after receiving a red card, will be expelled from the tournament based on the Organizing Committee's decision.
16.      Teams fielding players not on the official roster will be deemed to have forfeited that match. In the event of a repeat offense, the team will be banned from the tournament.
17.      Up until the final application deadline, teams may complete incomplete rosters or make player changes, provided all necessary conditions are met. No changes to rosters will be permitted after the draw.
18.      During the pandemic, it is the primary responsibility of the team official to ensure all health precautions are taken for athletes in all age groups participating in matches. No athlete under quarantine, even if on the roster, will be permitted to participate. If deemed necessary, information regarding athletes, such as PCR test results, vaccination cards, or official letters from the District Health Directorate, may be requested.
19.      In accordance with pandemic regulations, athletes on the team roster who test positive for PCR prior to matches are strictly prohibited from participating. Teams will not be eligible to request a postponement if they have at least 6 players available to take the field. Should the number of available players for a team fall below 6 (i.e., 5 or fewer), provided test results are documented, requests for postponement will be considered, and the match will be rescheduled for an appropriate date.

NOTE: The Tournament Organizing Committee reserves the right to make any changes pertaining to the tournament.
